His Excellency Saeed Mohammed Al Tayer, Managing Director and CEO of Dubai Electricity and Water Authority (DEWA), received at the authority's new headquarters a group of participants in the Mohamed bin Hamad Leaders Programme, launched by the Mohamed bin Hamad Al Sharqi Council in cooperation with the Mohammed bin Rashid School of Government.

The programme, which comprises 25 participants, aims to prepare a new generation of government leaders capable of adapting to change, engaging with advanced technology and future scenarios, by providing an in-depth perspective on the United Arab Emirates' experience in leadership and human development.

During the meeting, H.E. Al Tayer affirmed that a leader's success lies in loyalty to the homeland and allegiance to wise leadership, and in a successful team that possesses dedication, ambition, and commitment. He noted that successful leadership is built on a clear vision, effective strategies, and flexible plans that respond to changing circumstances.

He added that DEWA has become a factory for executive leaders in Dubai, with more than 20 of its graduates having assumed senior government positions at both the local and federal levels.

He also pointed to the presence of qualified national technical cadres across various fields, including solar energy experts and specialists who build satellites at the Mohammed bin Rashid Al Maktoum Solar Park.

H.E. Al Tayer presented three unique leadership experiences he had personally lived through, drawing from them lessons and insights for the programme's participants. The first was the story of a solar tower in Dubai, conceived as a symbol reflecting the UAE's boundless ambition.

The second was the story of reducing electrical losses, through which DEWA succeeded in cutting the loss rate from high levels in the 1990s to just 2%, placing Dubai first in the world for the lowest electrical loss rate.

The third was the story of reducing water losses, where the rate fell from 40% in the early 1990s to just 4.4% by the end of 2025, one of the lowest rates globally.

For his part, Dr. Ali bin Sba'a Al Marri, CEO of the Mohammed bin Rashid School of Government, said: "Field visits represent a fundamental pillar in the educational and training methodology adopted by the school, as they reinforce the integration between theoretical knowledge and practical applications.

They open broader horizons for participants to understand national success models and draw inspiration from them in future work environments, in line with the school's approach to preparing leaders capable of keeping pace with development changes."

He added: "Dubai Electricity and Water Authority is a pioneering global model in government leadership, innovation, and sustainability. Gaining insight into its advanced experience enriches the knowledge of participants in the Mohamed bin Hamad Leaders Programme and gives them a practical understanding of how to translate strategic visions into tangible, impactful achievements.

Within the framework of its strategic partnership with the Mohamed bin Hamad Al Sharqi Council, the school is committed to empowering future leaders with the skills and expertise that qualify them to drive development pathways in the coming phase with high efficiency, drawing inspiration from the national approach to human development and advancing the government excellence ecosystem."
