Dubai Police General Headquarters has continued to cement Dubai's standing as a global model in security and quality of life, achieving advanced results across institutional performance and security service indicators during 2025. The results reflect the efficiency of its security system, rising levels of community trust, and accelerating digital transformation, in line with the emirate's vision of building the best city in which to live, work, and visit.
Results from the security quality-of-life study issued by the Federal Competitiveness and Statistics Centre — conducted in cooperation with the Ministry of Interior to produce security quality-of-life survey findings across the UAE's emirates — showed that Dubai Police achieved a rate of 99.9% in the daytime sense-of-safety index, reflecting the emirate's success in providing a safe and stable environment that supports economic development, enhances quality of life, and reinforces the confidence of citizens, residents, and visitors.
On the level of community trust, Dubai Police achieved 96.2% in the trust-in-police-stations index, reflecting the quality of services provided, the competence of security personnel, and the strength of the relationship between the security institution and members of the community, as a key partner in promoting security and stability.
In the course of its journey towards institutional excellence, Dubai Police won 51 local and international awards during the past year, in recognition of its achievements in innovation, digital transformation, service excellence, and the entrenchment of best policing practices at the global level.
His Excellency Lieutenant General Abdullah Khalifa Al Marri, Commander-in-Chief of Dubai Police, affirmed that the achievements and results attained were the fruit of the unlimited support extended by the wise leadership, the Government of Dubai, and the Ministry of Interior to Dubai Police General Headquarters in the area of promoting security and safety, working to bring happiness to members of the community, and consolidating quality of life.
His Excellency also commended the efforts and competence of staff working at Dubai Police General Headquarters, praising their continuous dedication, loyalty, and devotion to duty, and their pivotal role in realising future aspirations through the application of best practices, the promotion of institutional excellence, and the stimulation of innovation and creativity at work.
For his part, Brigadier Saeed Abdullah bin Tuwair Al Suwaidi, Assistant Undersecretary for Security Affairs at the Ministry of Interior, praised the distinguished results achieved by Dubai Police General Headquarters in the sense-of-safety index.
He noted that the daytime sense-of-safety index forms part of the security quality-of-life index, in which Dubai Police achieved a rate of 98.2% for the same year, confirming the remarkable and sustained progress of development efforts and the success of the proactive security strategies pursued by Dubai Police in keeping pace with the developmental changes the emirate is witnessing.
He added: "The security quality-of-life index comprises 3 sub-indicators: the daytime sense-of-safety indicator, the sense-of-safety when walking at night — in which Dubai Police achieved 98.7% — and the trust-in-police-stations indicator, in which it achieved 96.2%. These results, taken together, reflect the qualitative efforts of the various policing sectors in promoting security and safety."
Dubai Police achieved qualitative results and accomplishments across 7 key axes, according to studies issued by several entities, most notably the Federal Competitiveness and Statistics Centre and the Dubai Police Opinion Poll Centre.
The 7 axes are: security quality of life; institutional leadership; smart security and response systems (Drone Box); digital services; future readiness and innovation; recruitment and employment; and the call centre.
In the security quality-of-life axis, Dubai Police achieved 98.2% in the security quality-of-life index, 99.9% in the daytime sense-of-safety index, 98.7% in the sense-of-safety when walking at night index, and 96.2% in the trust-in-police-stations index, according to the Federal Competitiveness and Statistics Centre survey.
With regard to receiving emergency and non-emergency calls, the Command and Control Room of the General Directorate of Operations (999) and the call centre (901) together received 6.9 million calls last year, reflecting the efficiency of the security system and its capacity for rapid response and meeting community members' needs in accordance with the highest international standards.
In the digital services axis, Dubai Police made notable progress in enhancing digital transformation and delivering smart services, with a digital adoption rate for transactions reaching 97.7%, while total digital transactions exceeded 218 million.
Dubai Police provided 64 digital services through its 3 digital channels — the Dubai Police smart app, the Dubai Police website, and Smart Police Stations (SPS) — contributing to an enhanced customer experience and greater efficiency in government services, in line with the country's drive towards comprehensive digital transformation. It achieved a rate of 96.9% in customer happiness with digital channels.
Dubai Police also achieved a cashless transformation rate of 98.7% for 2025, in alignment with the Dubai Government's cashless transformation strategy, which reinforces the emirate's position among the world's leading digital cities, compared with the 95.6% it achieved in 2024.
In the smart security and response systems axis, Dubai Police operates 30 Drone Box platforms across Dubai. Since the project's launch, these platforms have responded to 3,296 reports, logged a flight time of 4,981 hours, and covered a distance of 53,943 km — equivalent to circling the Earth one and a half times. The Drone Box achieves a response time of 57 seconds.
In the context of enhancing future preparedness, Dubai Police achieved 93.3% in the future readiness and innovation index, reflecting its success in entrenching a culture of institutional innovation and developing proactive capabilities to address future challenges and support the transition towards a knowledge economy.
As part of its efforts to develop and sustain human capital, Dubai Police hired 1,345 male and female employees last year, and trained 440 university interns. In addition, 194 employees obtained master's degrees, 19 obtained doctorates, and 30 specialists were awarded the title of Expert.
This reflects success in supporting competencies, enhancing occupational diversity, and empowering human resources, in support of the country's orientations towards investing in people and the family as a whole, as the true wealth and primary driver of sustainable development.
In the institutional leadership axis, and as a continuation of its approach to institutional excellence, Dubai Police won 51 awards during 2025 — 39 local and 12 international — confirming its leading position among security institutions at the regional and international levels, and reflecting the success of its strategies in applying best global practices and achieving advanced levels of institutional excellence and innovation.
It is worth noting that Dubai Police General Headquarters has continued to consolidate its position as a global model in institutional excellence and human capital investment, having hired 5,771 male and female employees over the past 5 years, with 247 employees obtaining doctorates.
In addition, 1,364 employees obtained master's degrees, 243 were sent on scholarships, 359 specialists were awarded the title of Expert, and 2,443 university interns received training.
The total number of emergency and non-emergency calls handled by Dubai Police during the same period reached 42.5 million calls, and 768 million digital transactions were completed, reflecting the efficiency of its operational system and its leadership in digital transformation.
The total number of institutional awards over the past 5 years reached 272 — 155 local and 117 international.
Dubai Police General Headquarters also achieved a qualitative and exceptional accomplishment in 2025, topping the list of global police agencies in the Brand Identity Value index issued by Brand Finance, with its police brand receiving an "AAA+" institutional brand reputation strength rating.
The total score was 9.2 out of 10. This rating came following a comparative study covering general impressions in 10 countries involving more than 8,000 related parties and stakeholders.
The report highlighted Dubai Police's pivotal role and its contribution to enhancing the soft power of the UAE and Dubai at 57.9 billion dirhams (USD 15.8 billion), out of a total national brand value for the UAE of 4.48 trillion dirhams (USD 1.2 trillion), according to the Brand Finance report.
