The General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai organised an educational workshop titled "Drafting Government Policies from a Legislative Perspective", aimed at enhancing legal knowledge among employees of government entities.

The workshop was delivered by Adviser Tariq Khamis Abu Salim, a legal consultant at the Supreme Legislation Committee, and drew a distinguished audience of experts and legal professionals working in government entities in the Emirate of Dubai. The workshop covered several themes, including public policies, legal instruments, and legislative impact.

Dr Ahmed Saeed bin Meshar, Secretary-General of the Supreme Legislation Committee in the Emirate of Dubai, affirmed the committee's commitment, through these specialised workshops, to promoting legislative and legal awareness, and equipping government entity personnel with the knowledge and tools that support the development of government policies that are more consistent and responsive to current and future developmental requirements.

"We attach particular importance to fostering a comprehensive understanding of the relationship between government policymaking and legislation as one of the fundamental pillars of developing the government work system," he said. "Within this framework, we work to organise meetings and knowledge platforms that support this path, drawing on the role of policies built on sound legislative foundations in supporting decision-making and achieving strategic objectives with efficiency and effectiveness."

Adviser Tariq Khamis Abu Salim also affirmed that the success of government policies is not limited to the efficiency of their drafting, but extends to the degree of their alignment with the existing legislative framework.

He noted that the integration of policy and legislation is a pivotal element in raising the efficiency of policy implementation — including the programmes and working mechanisms it encompasses — and also serves to reduce the challenges arising from regulatory conflict and to avoid legal disputes that could hinder the achievement of institutional objectives.

Adviser Abu Salim pointed out that aligning policies with legislation contributes to enhancing the government work system's capacity to respond to society's needs, and serves sustainable economic and social development.

The workshop centred primarily on strengthening participants' capabilities in applying a legislative perspective during the preparation of government policies, and enabling them to select the optimal regulatory instrument for each policy in accordance with its nature and anticipated impact.
