The value of amicable settlements reached in Dubai courts during 2025 totalled approximately AED 10.2 billion, distributed between AED 5.3 billion for estate case settlements and AED 4.9 billion for civil, commercial, and real estate disputes.
An additional AED 32 million covered family and enforcement case settlements, and AED 13 million covered settlements in the Khair courts. The courts also completed approximately 1.7 million smart service requests during the year, an indicator reflecting the growing reliance on digital services.
Dubai courts recorded a notable judicial performance during 2025, driven by the development of the judicial work system and enhanced procedural efficiency. Total completed civil cases rose by 18.8%, while completed criminal cases grew by 31.7% compared with the previous period.
The courts of appeal also succeeded in reducing the average time to resolve cases from the first hearing to 62.2 days within the adopted digital litigation framework.
The case resolution rate reached 94.53%, while Dubai courts held 24,507 remote hearings, reflecting the completeness and full integration of the digital judicial services infrastructure.
In the same context, 64,329 enforcement files were completed during the year. The number of completed criminal cases reached 52,576 out of 62,384 cases received, reflecting the efficiency of the work system and the speed of response to changing circumstances.
The courts also issued electronic settlement rulings in 21,121 cases, a step that affirms their orientation towards strengthening alternative dispute resolution and reducing the burden on traditional courts. In addition, 8,511 people benefited from community initiatives and events launched by the courts during the year. In terms of customer satisfaction, Dubai courts maintained high overall satisfaction levels.
The satisfaction rate for electronic and digital services reached 95%, while the customer happiness rate reached 99%, reflecting the quality of the experience and the ease of access to judicial services.
In the area of institutional excellence, Dubai courts added 10 local and international awards to their record of achievements during 2025, including the Stevie Awards and the King's Award for Creativity. They also launched a number of qualitative initiatives that strengthened the judicial work system, most notably the 'Justice Makers' programme and the Citizens' Home Construction Dispute Settlement Centre, in addition to developing the 2025–2029 strategic plan in line with international best practices.
Professor Dr Saif Ghanem Al Suwaidi, Director of Dubai Courts, affirmed that 2025 represented an important milestone in the development of the judicial system, through a focus on raising performance efficiency and elevating service quality within a strategic orientation aimed at building a flexible judicial system capable of keeping pace with rapid change.
He noted that modern technologies played a pivotal role in accelerating and simplifying procedures, which was positively reflected in the customer experience and contributed to enhancing integration among the various components of judicial work, alongside supporting the principles of transparency and reliability and strengthening confidence in the judicial system.
He explained that these efforts contributed to the launch of qualitative initiatives that raised dispute resolution efficiency and accelerated the pace of achievement, in parallel with investment in the development of judicial and administrative personnel and the entrenchment of a culture of institutional excellence to ensure the sustainability of development.
