ChatGPT has said that the United States decision to upgrade the UAE to the A5 tier under its export control system is one of the most significant shifts in the two countries' technological and strategic relations in recent years. The AI application said the move goes beyond a mere administrative adjustment, reflecting a high level of political and security trust and placing the UAE among a small group of countries that enjoy preferential treatment in the export of sensitive American technologies.
The AI application described the US decision as one of the most important gains the UAE has achieved in its relations with the United States over the past decade, saying it goes beyond the commercial dimension to build a deeper partnership in the fields of technology, security, and innovation.
On the strategic dimensions of the decision, ChatGPT characterised it as a US acknowledgment of the UAE as a trusted strategic partner, reflecting Washington's conviction that the UAE has become a partner it can rely on in the areas of security and technology, and that the country has taken sufficient measures to protect sensitive American technologies and prevent their illicit re-export. It also said the decision consolidates the UAE's status as a global technology hub, aligning with the country's massive investments in artificial intelligence, data centres, and cloud computing, while increasing its attractiveness to global companies.
Regarding near-term benefits, ChatGPT explained that direct effects of the decision are expected to emerge within the first few months, including the facilitation of imports of advanced AI chips and high-performance servers, a reduction in the time and cost associated with obtaining export licences, and easier access for accredited UAE companies to advanced American technologies.
